Activities

The project implementation activities envisaged are:

 

ACTIVITY: 1 Organization and Management

The project management activity aims to successfully implement the project implementation plan / activities and to achieve the set goals, results and indicators.

The activity provides:

- Coordination and management of project activities;

- Technical and financial reporting on the project;

- Preparation of tender documentation and tendering in accordance with applicable legislation;

- Management, communication and organization between project stakeholders - management team, beneficiary / client, beneficiary administrative structures, contractors, internal operator, etc.

- Transparent implementation;

- Organization of project activities reporting. Within the framework of the activity a project management and organization team (ESMM) will be formed, which will be responsible for its administration, organization and management. The team will be responsible for the overall implementation, coordination and accountability of the activities envisaged.

For the purpose of quality implementation of project activities, a team is envisaged, including:

- Project manager;

- Project Coordinator;

- Expert tender procedures;

- Lawyer;

- Financier;

- Transport expert;

- Expert "SMR";

- Expert "Information and Communication Technologies";

- Technical assistant

The stages of the activity include the allocation of specific tasks and responsibilities; developing a detailed project implementation plan; conducting on-going monitoring, in case of finding deviation from the previously planned parameters, a timely study of the reasons for it and taking measures for its elimination; selecting a contractor to develop tender documents and monitor their performance; preparation of interim financial statements and final financial statement after completion of project activities; proper completion and maintenance of the project file.

The implementation of the activity is based on the principle of Good Program and Project Management and the aim is to ensure the smooth implementation of the project.

 

ACTIVITY: 2 "Engineering and equipment on a service base for the needs of maintenance of rolling stock of public transport in Dupnitsa"

A service base will be set up for the internal bus operator, planned to be stationed on the territory of the former military unit in the Zlevo area. For the servicing of the new buses it is necessary to carry out repair and equipment of part of the premises on the territory of the base.

For the needs of the service base the right of use on the terrain and the building will be granted to the newly established operator. For the needs of the service base, the following premises should be separated, repaired and put into service:

- Workshop for repair of components and components - located in one of the warehouses;

- Setting up a service hall for work on buses in adverse conditions;

- Purchase of 4 lifts for inspection of the bus chassis;

- Provide power supply and adequate lighting for the service hall.

- Installation of new service hall doors, provision of natural lighting and installation of heating appliances.

- Provision of normal water supply and sewerage of the service base for hygienic needs and fire safety;

The expected results from the implementation of the activity are:

1. Repaired workshop for components and parts;

2. Purchased and installed 4 hoists for inspection of the bus chassis;

3. Separate service hall for work in adverse conditions;

4. Provided power supply, adequate lighting and heating of the service hall;

5. New doors were installed on the service hall;

6. Provided water supply and sewerage of the service base for hygienic needs and fire safety.

7. Purchased diagnostic tools and laptop

The benefits of building a service base for urban transport / new line # 5 / are as follows:

1. Creating conditions for the normal maintenance and servicing of buses and for ensuring the safe technical operation of vehicles;

2. Daily external and internal cleaning of buses before going out; 3. Increasing the life of vehicles through regular maintenance and diagnostics ;.

4. Reducing the possibility of accidents due to technical reasons at work and lost courses online;

The results of this activity contribute directly to the achievement of SC 5. The provision of a service base and the necessary equipment for the technical support of the newly purchased rolling stock will increase the safety of movement as it creates the conditions for adequate technical maintenance of the buses and minimizes the risk of their accident due to technical malfunction.

 

ACTIVITY: 3 "Construction, renovation and reconstruction of a street network along public transport routes, incl. laying of new sidewalks, marking, placing of road signs, construction of traffic lights and 13 stops for a new bus line in Dupnitsa."

The project envisages rehabilitation of asphalt flooring by partial milling, rolling, local on-site repairs and new asphalt pavement. About V. Turnovo "and" D. Ikonomov, who are respectful, foresees a complete change in the type of flooring. All streets will be demolished and new sidewalks and new concrete curbs will be made. The inspection shafts of the drainage system and storm drains will be raised to the level of the new street flooring. For Buzludzha Street, repairs are planned to restore the existing retaining wall on the southwest side of the street. A new street network for social housing will be built, providing for clearing of the site from demolished existing buildings and construction of a new drainage system. During the construction works, temporary organization and safety of traffic is envisaged by affixing appropriate road signs. Upon completion of the construction, permanent road signs will be erected in the required places. The new asphalt pavement provides for horizontal marking - longitudinal along the axis of the streets and transverse (for pedestrian paths in appropriate places). The project will comply with the requirements of Ordinance 4 / 01.07.2009 on building accessible environment for people with disabilities.

The activity includes the following investments:

- Rehabilitation, incl. laying of new sidewalks, marking, marking of road signs on the following sections of the network street, indicated on page 145 of PIU Component 3, Alternative 1:

-Construction of a traffic light at the Crossroads on “P. Evtimiy ”and “Odrin” streets;

-Construction of 13 bus stops for the new bus line № 5 - "Social housing" residential complex - "Baikal" district (Component 1)

Activity "Construction, renovation and reconstruction of a street network along public transport routes, including the laying of new pavement pavements, marking, signposting, construction of traffic lights and 13 bus stops in the town of Dupnitsa" will be implemented complexly through engineering, which will include:

- Design;

- Author's supervision;

- Construction;

In the process of implementation of this project proposal, the Municipality of Dupnitsa has adopted an approach for formulating realistic, quantifiable and objectively verifiable results. The expected results of the implementation of the activity can be summarized as follows:

- Rehabilitated street network along public transit routes, incl. laying new pavements, marking, marking road signs,

- Building a street network for social housing;

- Construction of traffic lights / SU /

- Construction of 13 bus stops for a new bus line № 5 - "Social housing" residential complex - "Baikal" quarter;

Specific objectives of the project will be achieved: SO 3, SO 4, SO 5, SO 6, SO 7 The rehabilitation of the road network will undoubtedly lead to increased traffic safety as the risk of road traffic will be eliminated due to the compromised road conditions. The construction of the SU will regulate the traffic at the intersection by light signaling and contribute to the safe passage. The construction of the SU will create regulation and thus offload traffic to one of the busiest intersections in the city, improving the level of throughput. Rehabilitation / construction of a road network will increase the operational speed of the roads and will accordingly increase the speed and movement. The combination of all the listed benefits of the activity undoubtedly increase the attractiveness of public transport and make it a preferred means of transportation. Indirectly, this result also contributes to the achievement of SO 1, since reducing the share of passenger cars reduces the emission of harmful gases into the ambient air. The rehabilitation of sidewalks will contribute to the sustainable development of multilateral urban transport, creating conditions for citizens to move on foot.

 

ACTIVITY: 4 "Performing construction supervision in accordance with the Spatial Planning Act for the objects of the project intervention and performing the conformity assessment of the project documentation of the sites"

It is envisaged that the activity will be carried out by preparing, conducting and awarding a public contract for the selection of a contractor in accordance with the requirements of the LTA - licensed consultant. To this end, a methodology will be applied to ensure the effective management and implementation of the project activity, with the beneficiary committing to ensure continuous control and coordination during its implementation.

The results of the implementation of the activity guarantee the quality implementation of the construction works - the project activities related to the construction, renovation and reconstruction of a street network along public transport routes, the laying of new pavement pavements, marking, the placing of road signs, the construction of traffic lights and 13 stops for the new bus line in Dupnitsa. In this way, the activity indirectly contributes to the achievement of the objectives of activities 3 and 4, creating a guarantee of quality and full scope in achieving its results.

 

ACTIVITY: 5 "Construction and implementation of a public transport control system in the town of Dupnitsa"

Effective management of public transport makes a major contribution to improving the quality of transport services. This activity envisages the establishment of a public transport management system to improve the urban transport environment. Improving the quality of public transport services will increase its share at the expense of the share of passenger car transport. This will make public transport cleaner and more economical. The control and management system will fulfill the following objectives:

- Improving the reliability of public transport by ensuring adherence to timetables;

- Improving the control over the performance of the transport service;

- Improve emergency response. The public transport control and management system will have the following main subsystems:

- Vehicle positioning systems; - Public urban transport control system through a dispatch center that collects information in real time. The system will have the following features:

- Vehicle localization - with GPS receivers or a combination of GPS receivers and mileage sensors;

- Data transfer - data from vehicles to the control center will be transmitted in real time via radio modems and GPRS - mobile systems, and when not needed (offline transmission environments) via WiFi networks;

- Terminal devices; Software - from standard desktop applications to cloud computing web-based systems. An important factor for the successful implementation of the activity is the technical and institutional integration with the public transport control system. To ensure a reliable solution to the problems, it is necessary to apply a systematic approach integrating and interacting with the other systems and components of public transport in Dupnitsa. The main benefit of the operation will be the increased reliability of public transport, which will make it more attractive to passengers.

The increased reliability of public transport will be reflected in two main aspects:

- Reduction of the waiting time for stops, due to accurate observance of schedules and notification of arrival time;

- Ensure faster response in emergencies. The benefits of performing this activity are shared and will only be realized if the Activity "Delivery of 59 electronic information boards to be placed at the bus stops" is implemented.

The results of the implementation of the activity contribute to the fulfillment of the following specific project objectives: SO 2 and SO 4 The introduction of the system will significantly reduce the waiting time for urban transport stops and the response time in an emergency situation, which will contribute to increasing the speed of trips for citizens. This will also increase the attractiveness of public urban transport in the urban transport system, indirectly contributing to the achievement of SO 1. The reduced number of passenger cars in the public transport system will contribute to the reduction of harmful gases in the ambient air.

 

ACTIVITY: 6 "Delivery and installation of 59 electronic information boards to be placed at the bus stops"

The implementation of the activity envisages the introduction of remote interchangeable electronic information boards (EIT) at the stops, which will allow the introduction of a real-time passenger information system. The activity envisages the delivery and commissioning of the EIT at urban transport stops. This activity is related to the Activity "Implementation of a Public Transport Control System" and is an integral part necessary to achieve the full synergistic effect of the project. The activity cannot be carried out without a public transport control system that monitors the movement of buses via GPS and records the real time until the vehicle arrives at the respective stop provided for in the Activity "Implementation of a public transport control system". The introduction of the EIT at urban transport stops will increase its attractiveness to citizens in synergy with the other investments foreseen under the project. The time saved from the implementation of the control system is directly proportional to the number of stops that are equipped with additional information boards. The boards to be delivered will have voice alarms, which will be fully adapted to the needs of people with disabilities. Electronic dashboards would greatly improve the city's transport environment and citizens' awareness. The passenger information system will contain stop lamps that indicate the time until the next vehicle arrives. The activity envisages equipping the EIT with 59 public transport stops (ie all existing and intended to create stops along the new line without the penultimate ones). The functioning of the system requires a secure communication system between the vehicles and the control center. From a technical point of view, the presence of electrical power near the stops should be taken into account. Initially, the busiest stops in the vicinity have power, as long as they are predominantly in the city center. Stations in the outskirts of the city where no power is available will be provided with means for connecting them to the mains or for alternative power. The activity also includes the delivery of specialized software for managing information boards. The new signboards will aim at making urban transport more convenient and improving the quality of travel, in line with European public transport information requirements.

The results of the implementation of the activity directly contribute to the fulfillment of the following specific project objectives: SO 2 and SO 4 The introduction of the system will provide real-time information to passengers on the public transit bus timetable, will help to increase the speed of travel for the citizens. This will also increase the attractiveness of public urban transport. An indirect result of the increased attractiveness of urban transport is the contribution to the achievement of SO 1. The reduced number of passenger cars in the public transport system will contribute to the reduction of harmful gases in the ambient air.

 

ACTIVITY: 7 Project Audit

The specific project activity includes the audit of the project during its implementation. The audited period includes the time from signing the Grant Contract until the completion of the project. The purpose of the audit is to verify and confirm that the financial implementation of the project has been carried out in accordance with the approved budget and, in accordance with the requirements of this project selection procedure, in accordance with applicable standards and legislation, to verify the actual implementation of the activities by checking place, in accordance with the principles of sound financial management, to verify that all declared expenditure is eligible and actually incurred. The project audit is necessary in order to provide additional assurance as to the legality of the expenditure, the effective and efficient implementation of the project activities and compliance with the specific EU regulatory requirements. The main purpose of the activity is to audit the project costs incurred and to provide findings on the legality and eligibility of the costs incurred and reported. Eligibility of expenditure is defined as the expedient disbursement of the grant in accordance with the terms, conditions and requirements laid down in the Grant Agreement.

The results of the implementation of this activity are indirectly related to the achievement of each of the specific objectives of the project, creating a clear guarantee for the lawful and appropriate implementation of the activities through which they are pursued.

 

ACTIVITY: 8 Project Information and Communication

In accordance with Regulation (EU) No 1303/2013 and the Guidelines for Applicants under this procedure, the project provides for information and communication activities under the project in order to promote the ERDF funding received through OPRD. All information and communication activities of the project will be in accordance with the Beneficiary's Uniform Handbook for the Implementation of the Information and Communication Rules 2014-2020. .

The activity will be performed by the beneficiary by selecting an external contractor to carry out the envisaged activity. To this end, a methodology will be applied to ensure the effective management and execution of the project activity, with the beneficiary committing to provide full assistance to the selected contractor in the course of its implementation. The methods of organization, management and accountability of the project include the implementation of a monitoring, control and internal evaluation system in the implementation of the activity, which includes: under this procedure. The contract will be concluded through an open procedure by the PPA; - Ensure accountability of the project to the Managing Authority in accordance with the General Conditions and the Grant Agreement. - Ensure monitoring of project activity. - In the course of overall implementation of the activity, the Municipality of Dupnitsa undertakes to provide full access to all necessary information and documentation in connection with the implementation of the ongoing monitoring. The selection of the contractor for the project activity and the contracting with it will be in accordance with: - The requirements specified in the guidelines for applying under this grant procedure; - The requirements of the Public Procurement Act; - Estimated budget on budget lines. The project management team will be responsible for overseeing the contractor's work.

The results of the activity help to inform and inform the general public about the progress in achieving the specific project objectives and the financial support from the EU for their realization.
